ANTIDUMPING INVESTIGATION

THE US DOC BEGINS ANTIDUMPING INVESTIGATION AGAINST HONEYS FROM FIVE COUNTRIES

(Espacio Apícola, June 4th, 2021) The United States International Trade Commission (USITC) initiate the anti-dumping duties investigation against honey from Argentina, Brazil, India, Ukraine and Vietnam today.

The Fact Sheet published by the DOC consists of four sections, the first one of which lists the Alleged Dumping Margins with a significant expansion of the margin stipulated for Argentine honey by petitioners. From the initial allegation raised by the plaintiffs, which ranged from 16.83% to 22.60%, the ITC went to a range from 9.75% to 49.44%. For Brazil, 83.72%; India from 27.02 to 88.48%; Ukraine from 9.49 to 92.94% and Vietnam benefited from a substantial reduction going from 207% to a range of 47.56 to 138.23%; always speaking in terms of claimed margins, rates are not set yet.

Second section of the Fact Sheet confirms the following schedule:
DOC's Preliminary Determination on September 28, 2021.
DOC's Final Determination on December 13, 2021.
ITC's Final Determination on January 27, 2022.
Expedition of Corresponding orders on February 3, 2022.
All with the tolerance margins that the law stipulates.

The third section shows a statistic summary table of honey imports from the object countries during the Period of Investigation (POI) 2018-2020.

The fourth section contains additional information on the case and the access routes to the documentation of the investigation by country.

For the Argentine beekeeping industry it is a hard blow, particularly due to the uncertainty raised in the expansion of the alleged margins. Unfortunately, the final consideration of our editorial in Espacio Apícola 131 is confirmed when we apparently closed the chapter on adulterated products with a new balance point.
